Neorealists argue that all states aim to acquire power and that state cooperation can therefore only be temporary, based on a common opposition to a third country. This view condemns the world to endless conflict for the indefinite future. Based upon careful attention to actual historical outcomes, this book contends that, while some countries and leaders have demonstrated excessive power drives, others have essentially underplayed their power and sought less position and influence than their comparative strength might have justified. Featuring case studies from across the globe, History and Neorealism examines how states have actually acted. The authors conclude that leadership, domestic politics, and the domain (of gain or loss) in which they reside play an important role along with international factors in raising the possibility of a world in which conflict does not remain constant and, though not eliminated, can be progressively reduced.

Review
"This book by three eminent scholars is audacious in its hope: since history shows that nations do not always obey the rules of pure power politics, a world of consent and cooperation is possible - and ever more likely. They buttress their case with a wealth of data from the American, European and Asian experience, presenting an original synthesis of history and theory that has become far too rare in the field of international relations."
Josef Joffe, Senior Fellow, Freeman-Spogli Institute for International Studies, Stanford University
"Richard Rosecrance, Zara Steiner, and the late Ernest May, along with other notable contributors from the field of international relations, have assembled a stunning and provocative attack on what they believe to be the reductionist hegemony of neorealist theory. It will unleash a terrific debate and deserves a place on every reading list in international politics."
Charles S. Maier, Leverett Saltonstall Professor of History, Harvard University
"A first rate team of scholars convincingly and overwhelming demonstrates that there is more - vastly more - to international relations that has been dreamt of in 'realist' philosophies."
John Mueller, Ohio State University

Historians misunderstanding political science
By Jackal
Interesting, but not very enlightening.
The realist school (also called neorealist - with a slight slur) in political science is a structural social science theory. In structural theories, individuals do not matter. In contrast, academic historians study specific historical events in great detail. There, individuals matter greatly. Given the abyss between historians and political scientists, it is not surprising that all contributors of this volume are critical or even hostile towards realist theory. There is no possibility for the book to be enlightening, because nobody even tries to bridge the abyss.
A much more intellectual approach would have been to discuss how historians would build a social science theory (if they were forced to do it). It could be similar or different to a realist theory, but it should provide some generalisations. Another angle would be how the realist theory in political science can be made more accurate by taking individual action into account. That would have been an intellectual and fascinating book.
If you have read The Tragedy of Great Power Politics (Updated Edition) and Theory of International Politics and like history, then I am sure you will still find a few interesting perspectives in this book. I give the book two stars, but can possibly stretch it to three stars if somebody reads and complains.

This is nonsense. It is INTENDED to be a ...
By Defenestrator
This is nonsense. It is INTENDED to be a refutation of Kenneth Waltz's structural theory of international politics. They keep going on about how each case study disproves Waltz's theory because the case can only be studied by wading in the weeds and understanding the particular details of that case, context, culture, etc. The only problem is, that doesn't disprove Waltz, because Waltz never said that specific details never matter. If they understood the theory they were trying to critique, they would understand that structural realism doesn't deny the importance of other variables...it merely says that structural variables are overlaid on top of them.
